Teleportation is an important part of M3's technological background, and an essential part of the world economy. However, it's not like the transporter from Star Trek; there are functional limitations.
Teleportation is, except for individuals with the Blink ability, done through large-scale equipment. This equipment is common; virtually any town of any size has a teleportation hub, as do numerous remote locations where quick access is needed. However, teleporters aren't as common as bus stops; you can get into an area but not neccessarily to a precise location.
Legitimate teleporter users, such as the vast majority of the planet, use their personal IDs. This data is not tracked on a personal level without a warrant (although general traffic monitoring is done). There are often small fees, usually not enough to concern anyone with any income.
Criminals, or those under suspicion, can have their ID suspended. However, a thriving black-market industry in false teleporter IDs floats around the underworld; this is one of the occupations that make hacker/technology workers in various factions so useful. This is also why teleporters are not used for major military movements except by legitimate or recognized groups, such as the Repliforce.
Teleporters are also generally only used for personal commuting and low-volume express shipment. Cargo teleportation is routinely scanned, and material deemed potentially dangerous is inspected. This system has numerous and sundry checks and counter-checks; the world teleportation system cannot be used to send bombs to your enemies or bioweapons into an enemy city.
