Prismatic is curious how the hell Midi and Techno share an empathic link. According to his understanding of neural net tech, this shouldn't really be possible.

Prismatic's curiosity was piqued at the realization that Midi and Techno's empathic bond shouldn't be possible as he understands neural net architecture, and given his vocation, the chance that he's just missing something obvious is very, very small indeed. Prismatic is going to inquire to the UN about Midi and Techno's creators, expressing interest in their research in binary units. After all, Repliforce has a 'failed' binary unit themselves. He's going to keep things entirely professional and legitimate for now. He doesn't want to raise any (more) red flags.

Prismatic Spider seems to be developing a particularly bothersome habit for asking about things that he isn't cleared to know. Despite this, the UN continues to politely answer his various inquiries about Midi and Techno.
Not much is known about the project. Most of the records are classified, and many of them were apparently destroyed after the failed coup in '17. It was apparently some kind of 'special' project that was not formally sanctioned by the UN or provided with adequate oversight. In other words, it stinks of The Enemy and they probably destroyed it because it was horrifically unethical.
You can't trace back who was working on the project very easily. More than likely, if there was a team, they were captured and are being imprisoned somewhere. Likely they are being worked like dogs in some horrible government laboratory under very careful watch. Finding out more details will require proportionally greater risk.
The UN will state that the binary linkage between Midi and Techno is 'unprecedented' and should not be repeated until more of the fundamental science is understood. Which they aren't sharing, likely because it would make a Neo Arcadian vomit.
