Secure:Green Naga Affair

Riot's Investigations - Dec 6, 2219
You can get some basic specifications for the mag-lev line and the power station system from the Green Naga web site. Nothing about it seems inherently suspicious, and considerable time is spent explaining why orbital power transmission cannot be used as an effective weapon against civilian populations. However, specific details about transmission methods and such are kept under wraps by the United Nations due to terrorist threats. This is fairly normal.
Non-technical details are easier to find. Most of it is sitting out in plain view if you go to the correct records databases and submit an FOI request. Green Naga is working with a variety of firms in Asia on the mag-lev project; local contractors, transit megacorps, and numerous governments. The mag-lev line is being paid for by numerous local governments and the United Nations with tax dollars, so there's a lot of government oversight. The money involved is vast.
The power transmission project is driven more by private industry. Several large African firms that have controlling interests in the Mirror Desert and a variety of other power plants across the company are working with Green Naga to create the transmission stations. Work is being done to rebuild Rocket Town to launch the satellites, and several formerly European firms are helping in the design and construction of the relay systems. Assessments are being done for the best places to put receiving stations. Coastlines are favored for early stations to avoid "incidents".
The purpose of the satellites is to relay power generated at terrestrial stations to receiver stations elsewhere in the world. The bounce path is set up from Africa to Asia, with space clearance set up for this purpose already. One satellite is scheduled to be launched early in the coming year, with more to follow as demand grows. The first terrestrial relay station in Africa will be from the Mirror Desert, and the receiving station would be off shore of Bombay.
Green Naga has gotten the majority of the project, but Magrevich Industries is trying to bid into construction and other secondary components. It's a tight battle, but most of it is being fought along the mag-lev line rather than the power transfer satellite system. MI appears to be at a disadvantage as they do not have the strong connections on the ground that Green Naga has, but is trying diligently anyway.

Mag-Lev Failure Scenarios
The failure of the mag-lev project would probably help standard shipping companies, such as the industrial teleportation sector, naval shipping, and so on, but that's indirect rather than a direct payday from the failure of the line.
In terms of insurance, the policies cover failure only in the sense of mechanical or human error rather than the business model collapsing. If the line was /destroyed/, that would be one thing, but if it just doesn't work out and turns into a boondoggle, no insurance premiums will pay out. In general, the underworld seems to want the line to succeed so they can skim off the top of the construction jobs for years.
If the line were shut down after being built, more than likely the parts could be sold for salvage, though it would probably sink the market for certain components due to their sheer volume. Making the line is making certain semiconductor elements and rare earth metals a lot pricier than usual. If the power generation satellites were to be scrapped, salvaging them would be a lot harder. It would involve pulling them down from space and returning them to earth, and a lot of their components are too specialized to see general use. The scrap would not be comparable to the initial outlay. Again, everyone in this process wants these things to succeed, as even marginal operation allows for vast graft opportunities.
