Black SHIELD is the spiritual ancestor of Nebula. Most people believe the group started during the UN's war against China, though it may have even older roots. The last known leader of Black SHIELD was James Houseman IV, who was killed during an attempted coup d'etat in August 2217. Some have speculated that the real power behind James Houseman IV was Arkady Boganov, but their relationship was never clear.

Other Black SHIELD associates that were later discovered were Harold Magrevich and Count Octavius Simionescu. It is believed that Alexia Ashford was or is affiliated with Black SHIELD, and Grandmaster Meio may also have been involved with the organization.
