The world first became aware of STARS in October of 2214, when the Umbrella Corporation's famous "incident" in Raccoon City occurred, and the US sent this special group to investigate. STARS is a paramilitary, special police organization that now serves alongside and under Repliforce. Their focus is on protecting civilians during situations of unrest, at home, abroad, and conducting international investigations.

When Interpol fell out of favor along with the rest of the UN, the organization folded into STARS as part of a PR campaign designed to rebuild public confidence. Therefore, STARS contains a lot of ex-Interpol agents and standard police, as well as those who join the group via connections to various world militaries. The group is currently a part of Repliforce, as former Interpol co-director Chief R and Repliforce Supreme Commander General merged the organizations in 2219. Veteran STARS agents Jill Valentine and Chris Redfield, who were present at Raccoon City, are also still a part of the group. Many international police agencies work with STARS, allowing them access to large amounts of criminal data.

As STARS is a division of Repliforce, character concepts can include any type of character suitable for a police group or special ops group military group: pilots, weapon experts, investigators, forensic scientists, analysts, intel agents, field medics, urban combat soldiers, etc. STARS agents are able to easily participate in all Repliforce operations. Since STARS is a law-abiding group, it's discouraged to apply for reformed-criminal types or other shady characters. Characters may be human, cyborg, Reploid, or android. Human characters have access to power armor (see news power armor).
