General Information
Paradise Fountain is a major public works project driven primarily by Australia. It has external support from the UN and various WEF-affiliated banks that are supporting the bonds that Australia took out to subsidize it. The project is very expensive, but is necessary to support the abrupt doubling of the Australian population that took place during the Occupation.
The technology that drives the Fountain is easy to explain and difficult to understand. Electromagnetic fields around the core of the collector construct water molecules out of the atmosphere, either by removing it from the air or by introducing hydrogen to oxygen within the system itself. Moisture is sent down through the main tower and processed. Impurities are removed and sorted to be used for industrial purposes, and additives are put into the water once it has been sterilized (flouride, UN-approved levels of vitamins and minerals, etc). The water then services the city itself, and is recycled once it returns into the storm or sanitary sewers indefinitely.
The disturbances in the atmosphere around the tower will also promote regular rainfall. This will be controlled by weather control towers throughout the city to avoid causing ecological damage, as well as to maximize the effect of the weather systems for agriculture.
The Fountain is at the center of Innerpeace, a megacity being constructed to house not only the European refugees, but large numbers of former San Angelenos who have had no place else to go since the functional collapse of the San Angeles government and the wars that have followed. The city integrates every advance in urban planning over the past 300 years, and will be a model for rebuilding Europe and other ravaged nations.
The Australian government has garnered a large amount of corporate support for the city. Applesoft plans to open a major office there, as will most major European banking institutions. A large number of entry-level jobs are beginning to gradually appear in and around the city, which is helping to finally lower the massive welfare rolls and begin to help Australia's economy go forward from the state of emergency.
Housing in Innerpeace is reasonably priced based on your review of the Internet and some local newspapers. Units nearby the large park immediately surrounding the Fountain are the most expensive, with most housing being less expensive the further you move from it until you hit major traffic areas.
In general, the city has been designed to be accessible to middle class incomes, with special sensitivity to the needs of lower-middle class people. There is lots of mass transit, free clinics, mid-range retail, and so on available or being built. The "rich" part of town will probably become the area immediately around the park or whatever becomes the fashionable arts district.
Construction projects for the Fountain and for the surrounding city are competitively bid. Magrevich Industries has its fingerprints on it, as well as Capcom, Green Naga, and a variety of local and regional firms. Special preference has been given to local contractors operated by European refugees, which has caused numerous complaints among the associated megacorps. Bickering and complaining are part of the government experience, though, so that seems well enough in order.
