The Maverick Hunters hold no allegiance to any world government or power, acting on their own accord in all matters and policing themselves. Despite the illegal nature of their vigilantism, they are welcomed (or at least tolerated) by others because of their willingness and ability to defend the world from those that threaten it.

Goals
The Hunters are a diverse group of beings from all walks of life, united in one common goal; the defense of all beings on the planet Earth. The Hunters tend to be more aggressive in their defense of the planet when compared to the Repliforce, due to both the size of the group and the mentality of 'the best defense is a good offence'.
Unlike other groups which recruit openly and accept most anyone willing to join, the Hunters only get new members by way of invitations. To be offered an invitation to join the Hunters is generally considered to be a great honor and isn't something to be taken lightly. The Hunters typically observe potential members for several months to make sure that they would be willing to dedicate themselves to the cause and ensure that they aren't infiltrators from a rival faction.

- The protection of the free beings of the world, be they human, Reploid, Android, Bioroid or Reaver.
- The eradication of the Maverick movement to ensure the protection of the world.
- To bring Dr. Wily and his Robot Masters to justice, to secure the freedom of the world.
- To eliminate the Neo Arcadian movement to ensure the welfare of robotic life everywhere.
Philosophy
Being a diverse group brought together by a goal rather then a hard and fast ideal, the Hunters don't have a single, unifying mentality. However, several ideals are common in the group. 'Justice' is fairly predominant ideal that several Hunters hold dear, as well as 'hope' and 'peace'. The Hunters themselves are a tight knit group, held together by family ties as often as not. This is due, in a large part, to the mentality of Doctor Light, whom treats all robotic life as his children and all humans as his brothers and sisters. The Hunter patriarch is often the moral compass of the faction as well as its guiding mentor. His thoughts and ideals can be seen in many ways throughout the faction.
This is probably best seen in cases such as Zero and Blues, both former members of the Mavericks and Robot Masters, respectively. In both cases, they have been taken in by the Hunters and given several chances to redeem themselves. This same compassion has been extended to several others over the years and while it has lessened the world's overall opinion of the Hunters and has occasionally created tensions within the group, the Hunters continue to practice mercy and forgiveness to those that they feel are sincere in atoning.
Rank Structure
The Hunters have looser rank structure then most similar groups. Promotions are based on merit and achievement, with demotions being rather rare. Demotion is used mostly as a disciplinary measure rather then a organizational tool. Lateral moves are unheard of, because there is nowhere to go in a lateral motion.
Rock and Zero are the co-leaders of the Hunters. While technically equal in rank, Zero often differs to Rock in most matters. Rock leads with charisma and has the respect of his peers, while Zero tends to lead from the front, in the thick of things. Both strive to lead by example. While Rock and Zero have final say in all matters, they very often seek advice from the SA and A Class Hunters and plan out operations with them.
SA and A Class Hunters are comprised of the most experienced and prominent Hunters. Their authority tends to come from respect for their accomplishments and experience as often as personal leadership ability. To make SA Class is the highest honor that the Hunters can bestow on one of their members; most that make SA Class tend to do so posthumously.
B, C, and D Class Hunters are the closest thing to 'Rank and File' the Hunters have and comprise the bulk of the faction. New Hunters come in at E Class, no matter what their background, who they are, or what they did before joining the Hunters.
Characters
The Hunters invite beings from all walks of life and thus many character types can be Hunters. As a general rule of thumb, the Hunters will be the best of the best. They are the specialists and the ones trained the best at their jobs. Due to the nature of the faction, cowards, slackers, and the amoral aren't very likely to be invited. While the Hunters tend to be more forgiving of those that wish to atone for earlier mistakes in their life, this has become strained as of late due to the actions of both Zero and Blues.
Upon joining the Hunters, many characters are given special training and enhancements to survive the rigors of life within the Hunters. The faction as a whole has access to some of the best technology on the planet and as such, 'combat upgrades' are readily available to new recruits. Suits of Power Armor can be custom made for human Hunters that wish to take part in the fighting first hand. Cyborgs are becoming more common in the group as cybernetic technology improves. With the exception of Kraft there are no E-Humans in the group due to lack of technological access to the processes needed to create and maintain them, although there is one Strider, Linnea Blossom. Many Hunters are former Repliforcers, recruited from the Repliforce and given additional training and upgrades to handle the rigors of life in the Hunters.
