Legions is a paramilitary police force authorized by the United Nations to protect Europe from terrorists and criminals. Legions also has a mandate to stop terrorists and criminals around the world, though it has less authority to act officially outside of Europe.
Legions is commonly seen as a group of oddballs by the rest of the United Nations because of their "liberal" hiring practices. Former Resistance fighters, reformed (or reforming) ex-Pantheon, rowdy "adventurers" and ex-cons are on the Legions payroll, united by their desire to repair Europe and save the world. Anyone with a heart that loves justice and a desire to work hard for little pay is welcome in Legions -- because there's too much to do and too few people to do it.
Underfunded, understaffed, and constantly overextended, Legions is a place where the actions of individuals are often the only thing between the world and total chaos.

Characters
Legions is an OC friendly organization. It was constructed by players and continues to be very responsive to the desires of its members. Joining Legions is as straightforward as walking into a local office and asking for an employment application. There are some standards that filter out obvious spies, active criminals and otherwise sinister folks, but for the most part Legions is a place where almost anyone can get a second chance.
Legions has a limited ability to upgrade civilians to combat-capable soldiers. While several brilliant scientists work with Legions, the upkeep costs of elite military technology force Legions to rely on weapons and parts supplied by friendly governments or corporations. Anyone leaving Legions will need to turn back in any weapons or systems supplied to them, or cover the costs of purchasing new components.
Legions does its best to provide the best quality training it can find. It often relies on volunteer efforts by Repliforce or the Maverick Hunters for more specialized types of training, but has a solid "boot camp" curriculum to teach the basics of police work, squad tactics and combat procedure.
Legions pays poorly and has a mediocre benefits package. Even upper-rank officers make a laughable salary compared to equivalent private sector work. People work for Legions because they want to (or see it as the best option they have left). The difficulty of the work tends to bring about a strong sense of camraderie among Legionnaires.
As a government agency, Legions has the advantage of being able to compel compliance from civilians and enlist the help of local, regional and national authorities in their tasks. However, Legions is accountable to the United Nations, and as an agency filled with unpopular and politically expendable people relies heavily on public support to get by. While personal initiative is valued, people who go it alone can find themselves thrown to the wolves if things go badly to protect the rest of the organization.

Notable Persons
Ada Wong
Ada Wong is the de jure commander of Legions. Ms. Wong was the organizer of the initial Resistance movement against Dr. Weil's Euro-Arcadia, and has continued on in an administrative role as Legions absorbed the Resistance as its primary military force. Ms. Wong oversees the day-to-day administrative work of Legions as a government agency, leaving the leadership of the elite squad (the player characters of Legions) to others. Ms. Wong is believed to be continuing her function as a spymaster even as the administrator of Legions. Her true loyalties are not known to most.
Charlie "Airstar" Archer
Captain Charlie Archer of the HMS Sentinel is a controversial figure. Charlie began his career as a flying ace for the ADF, but was thrown out of the military because of a scandal manufactured to ruin him. Charlie then became a pirate, becoming one of the greatest pirates of the modern era. Charlie became so powerful as to be able to conquer the pirate-run nation of Sri Lanka and challenge Repliforce's fleet to a battle against his own -- which he narrowly lost.
Believed dead after the battle, Charlie resurfaced after the zombie war had began as a slave of the Professor wielding a powerful suit of power armor. Charlie was defeated and freed from the Professor, and then was involved with a classified incident that occurred during the final battle against Weil. In the aftermath of Ragnarok, Charlie was re-enstated into the ADF, his record cleared, and given command of the Sentinel, one of the ADF's most advanced destroyers. Attached to Legions as an adjunct, Charlie and the Sentinel assist the police organization against Grandmaster Meio.
Charlie has also taken up the mantle of Captain Commando by the request of the United Nations. The Professor's powered suit has been modified to wield the signature weapon of the Captain, the "Captain Corridor" -- said to be the one thing Grandmaster Meio truly fears. As Captain Commando, Charlie appears when Legions needs him most to do battle against the world's most notorious villains. There are rumors that some sort of "Commando team" is being remade, but so far nothing has been offically stated about the matter.
