Howard Vaughn is the President of the Republic of Texas, which broke away from the United States in the aftermath of the UN's collapse. Vaughn has been in Texas politics his entire life, buoyed along by his family's lucrative landfill mining business. He was a staunch supporter of the independence movement and is the person most closely identified with Texas' break from the Union. People often have related the colorful and flamboyant Vaughn to Theodore Roosevelt; both men crave action and adventure, and have a similarly progressive view of how the government should be used to address the problems of the people. Vaughn is a friend of small business and tends to be a strong backer of organized labor, but tends to have a light touch when it comes to larger enterprises. He sometimes gets into political trouble because of his tendency to speak plainly and bluntly about issues, but is beloved by his people despite his gaffes.
