Apping a Feature Character (or Essential Feature Character) is different from apping an Original Character. These are pre-made characters that were generally featured in a Megaman game. For Original Characters you are given the character once your application is approved. For Feature Characters, once you submit an approved application, a 'Closing Date' will be posted on the Character Announcements board. You are allowed to make minor alterations to an FC's note and personality, but drastic changes are rare. Usually the Closing Date is from 3-5 days.

Between the time that the post is made and the character closes, others are allowed to send in an application to compete with yours. This is generally rare for non-essential characters, but can still happen. After the character closes, the character is handed out to the person the Staffer feels is best for the character.

The main reason for this is so that a character that you are working on an application for can't suddenly go off the market before you're able to send in your application. You'll still have time to finish your application and take a shot at getting the character. Note that characters close at 6pm EST on the closing date, and that for EFCs sometimes an audition is required.
