Dragonfly is the only robotic life form in the syndicate who has been granted a Number. Apparently designed to undertake deep cover missions, Dragonfly is capable of near-flawless human or robotic disguises for an indefinite period of time. On top of a dizzying array of electronic bafflers that allow him to "scan" as whatever he wants to be, and he is a skilled actor and liar, though his greed and curiosity can occasionally outpace his acting ability. His most difficult tasks are convincing the world at large he is not actually his two other secret identities. In one guise, he is, and always has been, the Robot Master Gemini Man, now working for Nebula. In another, he is Maximillian Rothschilde, the loving husband to Teresa Magrevich and an ordinary if wealthy civilian citizen. He uses other disguises as appropriate, discarding them as needed to complete his plans, both for the syndicate and to further his own agenda. His combat systems revolve around cryogenics, allowing him to create melee weapons from solid ice in an instant. On top of this already formidable ability, a ferroelectric generator allows him to crystallize ice with such perfect structure that it can conduct electricity. His ability to duplicate himself still seems to be intact from his previous persona. To get a reaction, he sometimes exaggerates or misrepresents his abilities, some of which are still apparently unknown. Since Dragonfly occasionally worries that he earned his rank in Nebula via social engineering rather than his skills, he can get himself in over his head trying to prove himself to his bosses... including his wife.

Dragonfly, the alter ego of Gemini Man, is a sociopath whose primary motivation is receiving attention from others. His desperate craving for affection from his creator could not be met by his normal behavior, which prompted him to go further and further from his mandate. Eventually, Gemini Man was drawn into the Nebula Syndicate by what likely began as a cruel plot to punish Albert Wily for his bombing of San Angeles. The evolution of a convoluted revenge scheme into what Dragonfly is today is a matter of debate in the intelligence community.
Despite any programming upgrades Nebula may have given Dragonfly, he is still fundamentally a Robot Master. He is easily bored and notoriously impatient, and his plans have sometimes been derailed by his own inability to wait for the proper time to act. On rare occasions, Dragonfly has shown the ability to be uncharacteristically patient, but these are exceptions that serve to prove the rule. Dragonfly constantly seeks new experiences, which motivated his affiliation with Nebula.
Dragonfly is apparently free of any moral restrictions. He is psychologically capable of undertaking any mission he may be assigned, feeling no remorse or shame for killing civilians, destroying objects, or bringing about tremendous suffering. He was the mastermind behind the forementioned San Angeles bombing, though it appears that Teresa Magrevich may be maintaining a fiction in her mind that the atrocity was primarily the fault of Albert Wily.
Dragonfly takes pleasure in causing pain and suffering, and is primarily oriented toward receiving the attention he desires by earning the fear and hatred of others. His most desired response is fear, as it allows him to maintain his self-image about being powerful and dominant over others. Even though almost every human being and robot on the planet is weaker than Dragonfly, Dragonfly has demonstrated anger and frustration at the occasional human that appears which can challenge him in single combat. The growing presence of human combatants on the level of Reploids drives Dragonfly to greater heights of insecurity, which may cause him to irrationally lash out in the future.
Dragonfly's inherent insecurities demand that he receive the respect and praise of others. Rivalling fear as a desirable response, Dragonfly luxuriates in his current civilian identity of Maximillian Rothschilde, a wealthy German nobleman and landscape painter. The deference and respect given to Maximillian by citizens he encounters feeds Dragonfly's desired self image as an important person who commands deference. Repeated disruption of this vision of the self by Shield Shellfish was the ultimate cause of Shield Shellfish's "dismissal", either through death or memory alteration. It may be the case that no amount of praise or deference will ever be adequate, as Dragonfly's consciousness may have been permanently altered by his period as the wielder of the Mars pendant.
The particulars of the relationship between Teresa Magrevich and Dragonfly are uncertain. It is apparent that they have a physical relationship, but it is difficult to say if they have strong emotional attachments. Their marriage may have been part of a greater objective, possibly to cement an alliance with Albert Wily against the Professor, or an opportunity to bring Australia into the war against China by setting the stage for a destructive Ouroboros attack against an high-value target. The possibility exists that they are actually emotionally committed to each other, but more intelligence data is required before a certain conclusion can be drawn.
What can be easily concluded is that Dragonfly's relationship with Teresa Magrevich is constantly threatened by the continued existence of Charles "Airstar" Archer. Teresa is known to have a deep emotional connection with Archer, though Teresa has maintained a relationship with Dragonfly much longer than her active period with Archer. Archer's continued efforts to restore his relationship with Teresa threatens Dragonfly, despite Teresa's apparent reassurance that she will not leave Dragonfly for Archer. Dragonfly has killed Archer twice, with both times ending in a Cinnamon-caused resurrection. Even Dragonfly's power over life and death is unable to put an end to the threat Archer poses to his ego. Permanently destroying Archer, something that is well within Dragonfly's abilities, does not seem to be something Dragonfly is permitted to do.
Dragonfly is apparently being taught skills appropriate to his civilian cover identity. He paints recreationally, and has taken a greater interest in the fine arts. How much of this interest relates to the criminal activities he participates in to acquire gifts for Teresa during holidays is uncertain. He maintains a fondness for penguins that has been passed onto Teresa, though she sees them more as pets than weapons.

- Dragonfly killed Zach Glen shortly after his actions to protect our dimension from a powerful alternate universe version of Dr. Regal.
- Dragonfly has claimed to be the ruler of Creamland's freezers. This is unlikely.
