During World War III, the Yakuza, a collective name for several Japanese crime families, became a more prominent part of world criminal activity. While China cracked down on the black market, the Japanese mob acted as a sort of anti-hero resistance to the Pacific Rim, smuggling people and goods in and out of China (for a high price, of course). This dominance continued after the end of the War, though it began to wane in the early 2200s.
The Yakuza found a patron in Albert Wily. Wily's technical expertise and pre-inclination to steal gave the Yakuza a useful, if unstable ally. Weaker Yakuza families tended to heavily rely on Wily's ability to produce robot slaves like the Shadow Hunters to gain power, and as a result the political weight of the organization began to shift dangerously. Internal warfare and an increasingly decadent leadership caused the Yakuza organization to implode in the mid-2210s, causing a power vacuum that is still being filled today.
Initially, an African crime syndicate led by Sera seized power in the Yakuza, but was eventually driven out of the country once Wily's influence over Japan waned. Today, a wide variety of Asian criminal syndicates are vying for control over the Pacific Rim, and markets previously held by the Yakuza internationally have been opened up for the taking once more by enterprising criminals.

Criminal groups are typically organized as gangs or, in some cases, as complex hierarchical crime syndicates (for example, the Yakuza or the old Italian Mafia). Criminals come from all over the world, with one of the most powerful crime empires today being run from Africa by Sera. There is also a growing resurgence of the Italian Mafia, headed by the Loath family: Lex Loath as the godfather, and Glyde Loath as his right hand man. There are also many pirates, mercenary companies and bounty hunters who operate in this shadow world.
Criminal characters on M3 have access to a variety of technologies, though the equipment may not be as high quality or as reliable as someone directly affiliated with an organization. Cybernetics are common, and Sera's African minions have access to high-end cybernetic implantation. See 'News Tattoo' for more information.
Various criminal organizations also have access to power armor, though it is often of mixed quality. Androids were also once made in some abundance for the Yakuza, though they have fallen out of favor due to their cost and lack of a strong relationship with Dr. Wily.
