Agility

1: Barely-mobile objects. Turtles, snails, wind-up toys.
2: Clumsy people and robots.
3: Human average. Bulky or slow robots.
4: Agile humans. Many martial artists, gymnasts, and athletes. Slightly below average robots.
5: Extremely agile humans. Martial art masters, Olympic-class gymnasts. Robot average. Can often dodge slow-moving projectiles (thrown daggers).
6: Above robot average. Ability to dodge rocket-powered weapons (missiles) some of the time.
7: Speed Demons. Very agile robot. Can often dodge rocket-powered weapons. Can sometimes dodge bullets.
8: Very agile robots. Can often dodge bullets. Can sometimes dodge hypervelocity weapons (railguns, many ranged primary attacks) and energy weapons slower than the speed of light (i.e., flamethrowers). Sometimes leaves a slight blur in the wake of short-distance motion.
9: Extremely agile robots. Can often dodge energy and hypervelocity weapons.
10: As agile as robots come. Agile, Quick Man. Can sometimes dodge speed of light weapons (lasers, electricity). Rarely can be seen clearly when in full motion.
'Dodge' in this sense means getting out of the way of a projectile already heading directly toward you, when you are starting at a stand-still. Agility is also relative to size, so characters with the same Agility score but different sizes may not dodge the same way.
